Charles W. Spicer (1832-1895) was born in Goochland County, Virginia, the son of Joseph and Amelia Spicer. He married C. Virginia Gee and moved to Petersburg, Virginia, where he engaged in the tobacco business. Spicer was for a time a member of the firm of Harris, Spicer, and Harris.
